recount的可以有几次？可不可以re-recount？按照我们拿数据的方法，应该是几次取
均值，recount的几乎可以肯定和第一次的有些差别，问题是你为啥就能说recount的就
是准的，第一次就不准呢？
如果允许re-recount,到了选举人投票日如果数不完是按最后一次数完的算，还是这次
州就失去资格了？如果是这个州就不能投了，那是不是有钱就有机会了，比如某人得了
5票，但是有钱，他就可以要求其他州都re-re-re-re-re-count,到12月19号都数不完，
然后都到不了270，几个人要众议院决定
recount的deadline过了就完全没办法recount了吗？可不可以走法院？比如几个老川小
胜的州recount后变成老西胜，但是老西小胜的州过了recount deadline,还有办法要求
吗？
