看看有没有free extension可以拿。在rate lock expire之后的30天内，重新lock只能
取同样program同等长度的worse scenario，以前锁的rate和目前的市场rate相比差的
那个。只有rate lock expire 30 天之后才能重新按照市场rate锁。
如果是bank own的房子，估计不会允许LZ等30天之后再锁。
如果同样的program同等长度的rate，目前市场比之前锁的还差，就只有花钱延利率了

的。
然后说说我知道的一点信息。
据我观察周围下棋的孩子们，加入USCFhttp://www.uschess.org/是决定要正经学棋的第一步。我建议作为家长从这个网站了解一些基本知识，比如积分算法的大致逻辑和rated tournament的配对原则。
加入了USCF以后就可以有rating。参加rated比赛每盘棋的数据会进入USCF的数据库，
用他们最近的算法计算新的rating。每个孩子的rating都会上下浮动。你去USCF的网站
看Player & Rating lookup，会发现多数孩子的rating变动曲线是总体向上间隔浮动。
USCF的积分算法对最初的25盘有奖励分，25盘以后的积分算法略有不同，更接近棋手的
实战水平。去年更新的积分算法更大幅度地奖励低龄新手。前两年刚开始下棋的孩子们
初始积分比较普遍的在四五百分，去年换了算法以后初始积分更多的出现七八百甚至九

大家通常说shop around rate，然后决定从哪家贷款，对吧，然后又要lock rate， 如
果shop around rate的时候拿到的rate报价并不一定就是你能lock的rate，那要报价的
目的是什么呢？比较closing fee?
定下来用哪家银行/broker贷款，拿到committment letter后，再怎么样lock rate呢？
每天都要问agent当天的利率吗？网上公布的当天的rate也不是一定你就能拿到啊？

away了，我们是会被罚的，因为连累银行有损失。。。sigh，就是我们好欺负呀。
如果继续做的话，时间短，比如10天之内会close，之前的rate比现在拿到的好，可以
花钱延利息；rate一样的话，可以relock同样的rate；rate比当时好的话，由于前一个
rate lock过期，那么30天内relock只能lock原来的rate，没法lock目前那个更低的

费解，也弄不清楚这个rate是如何计算的. 其实，它的计算非常简单，explanation如
下：
贷款不是免费的，申请者从提交贷款申请到贷款到被批复需要经过很多手续，也有很多
service charge. 这些charge基本分三种 - lender的charge，broker的charge和third
party的charge. Lender和Broker的charge被定义为Pre-paid Finance Charge. 这个
charge是要从贷款总额里面扣除的，假设费用总额是$1,310.86. 举例来说，你的贷款
金额是$467,000, 锁定利率（note rate）是30年固定3.625%， 用金融计算器可以算出
（折现）一个月的本金和利息是$2,129.76. 但是$467,000没有白给你，其中你为了拿

1。ICC上有不少IM,他们真正的rating大概在2300-2400,但是在ICC上的blitz rating有时
候在3000以上。有些真实rating 2500左右的，在ICC上的rating都是在3000左右。大家都
知道，Kasparov是史上rating最高的选手，但是他的rating也就是2850（巅峰时期），现
在是2830.
2. 有个专门评点chess的记者（chessbase.com, 还曾经点评过
clubkasparov.com)，叫MIG GREENGARD，他的USCF rating是1800左右，但是在ICC上他的
blitz rating有2500. |

发现usta rating和法币还是有一定差异。简言之，usta rating乃zero sum game.
1. 每次比赛结果不会造成两方队员都提高rating，必然是一方增一方减。
2. 即如果你的rating为over-rated, 则必然有其他人被under-rated.反之亦然。
USTA在2009底投入QE1注入了流动性。但由于算法本身设计使得这种通缩为usta rating
的长期问题。估计QE2将很快到来。 |

that's a huge question and I don't think there is definitive answers to it.
what the government controls is the fed discount rate (overnight borrowing
rate), and mortgage rates are set by individual lenders and tend to be tight
to (now defunct) 10-year treasury rate (mortgages have on average 7-yr
duration). Plus, 15 or 30-yr fixed mortage rates probably also factor in
forward rates / expected future rates as well. So changes in the discount rate
may or may not have any impact on the mortgage r |

Registered turnout rate 75%, 而 Eligible turnout rate 是59%。
跟全国数据比较时当然得用 加州的Registered Turnout rate 跟全国 Registered
rate比较，或者都用eligible turnout rate。而不是用加州的Registered turnout
rate跟全国的Eligible turnout rate比较。

term treasury rate (30 years).
The long term rate is set largely by the market. The short term rate is set

利率，就对了吗？银行的APR是直接用来除的，APY就是EAR（equivalent annual rate

rate。
APR是银行搞出来横向比较贷款是否划算的一个数字，说实话，挺无聊的。APR的计算是
把一部分mortgage的cost与总利息加到一起算出的rate，suppose APR越高，loan的
cost越高，就不如同样rate下APR低的划算。
不过，我觉得老外的办法太抽象了，作为买房找贷款的客人，只要比较Interest rate
（note rate）和银行的收费以及appraisal fee就可以了。 |

发帖数: 2712 | 28 不如考虑一下自己对风险的承受能力吧，相信没有broker会guarantee rate在什么时候
会降这类的事情。
3/10日close的话，最晚3/4也要锁利息了，在这期间，如果rate还胶着在4.25%，那么
不赔不赚；如果rate降了，那么运气好，有赚；如果rate再继续涨，那么要看自己愿不
愿担4.375%的风险了。
LZ问的问题，其实大家都想知道，但是没有人能够guarantee。再有一点可供考虑的就
是现在大部分银行在4.25%和4.125%之间设了很大的gap，从前两天看，接近或超过1个
point。也就是说，即便最近几天rate在好转，银行尚不愿意让人做到4.125% （买
point除外）。这种情况下，其实是看市场大环境，如果市场稳定并持续有利于rate下
降，那么4.125%指日可待，如果市场动荡，各大银行在4.25%上的空间还比较充裕的，
虽然不能否定rate有冲过4.375%的可能性，但相对来说保住4.25%应该还算是比较有可
能的。 |

如果broker三周前当真lock了rate的话，确实没有办法按三周后的rate改一下，不由他
说了算。rate一旦lock，有些lender offer renegotiate的机会，通常是在rate下跌0.
375%的情况下。现在，越来越多的lender根本不offer renegotiate。
不过，根据规定，在rate lock当天就应该disclose rate lock agreement和GFE，让客
户签字的。 |

发帖数: 63 | 30 买新房，用的是builder自己公司的loan，给3000 closing credit,再送update大约也
值3000。
第一次给我loan rate quote了3.25%,签协议的时候变成了3.375%,做GFE的时候又变成
了3.5%。我感觉是先用低利率吸引我，然后再再慢慢往上加的样子。
当然最终的rate要到closing之前lock。到那时我还可以选择用还是不用他们的loan。
但我担心到时候再给我涨，我也没办法知道到底是市场上的利率在涨，还是其故意为之
，到时候把我的loan转卖了再赚钱。
想请教各位，从现在到closing大约几个月的时间里面可以做什么事情.
1.找各家银行quote，再比较closing credit和rate？
2.还是先从了(如果rate还是这个水平)，然后过2年再refinance？
还有就是，像这样的builder的loan company, 如果他将来报给我一个rate,我能不能
assume这个rate是我信用分数对应的市场平均rate,还是说他们会玩什么trick。这个能

mortgage broker (she said she locked the rate but she did not lock and was
playing/gambling a rate trend trick on me and then was busted by market),
the rate went up a lot and just came down to a rate comparable though not as

，最近的rate不过是缓降而已，有个风吹草动，银行们还哄抬一下，起完哄之后再慢慢
降回来。
如果，大家看好rate会继续降，不妨现在就着手做refinance吧，据我观察，能拿得到
这批利息的，大都是一个月前开始做的。总也不开始就一直拿不到低的rate。现在都是
no-cost refinance，之前大家也算过很久划不划算的问题，不过，rate低，月供就低
。很少有人真的耗到30年才还清贷款，其间说不定提前pay清了，也说不定卖房了。如
果只看个三五年的话，rate降了就是降了。 |

the same during the run. It starts at MAF and will raise up to about MAF +
20 when finish, even if the speed never changed.
tried MAF running and kept the speed when heart rate was MAF rate at 5 mins
of running. But, after running for 20 mins, heart rate boost up to 10 + MAF
rate, then up again gradually after 45 mins, which is about MAF + 20 heart
rate.

(Reuters) - France admitted on Sunday that keeping its top-notch credit
rating would be "a stretch" without some tough budget decisions, following
German hints that Berlin may resort to raising taxes to help bring down its

The rates are usually lock in 30 days for the best rates.
However, here is my analysis of the market...
1. the Fed will cut rate end Jan.
2. everytime Fed cut short term rate, our 'longer' term rates go up
3. the market becomes quite volatile during this time (before and after)
4. it does take time to have the rates to settle down again
so usually if you want to lock for anything more than 30 days, you can, the
rates will be like 0.125 higher. However, if you are due in Mar, that woul |

PARIS (AP) — Global markets were muted on Tuesday after a rating agency
warned it could downgrade the debt of most eurozone countries, raising
pressure on European leaders to find a lasting solution to their crisis this
week.

President Obama on Sunday, saying there won't be a fiscal cliff deal with
Republicans without higher taxes on the wealthy.
