多是和当地政府合资成立一个公司，土鳖出的价格比西方公司高，当地政府和中国合作
收益远高于直接发牌给西方公司，非洲国家的政府当然愿意和土鳖合作啦。利比亚如果
换了政府，如果不是像卡扎菲那么NC，也是会更愿意和土鳖合作滴。
