差别太大，机器主要是别的用途，当然坦克这样的机器应该
划归到和枪一样的类别里。
这是建立在枪的根本设计用途发射projectile基础上的。
这个projectile打到什么就会毁坏或杀死什么。而震慑
坏人与杀死好人都是建立在这个基础上的。
应该是有严格的管制措施，个人觉得这是比较现实的解决方案。
背景调查应该更深入，包括精神方面的评估。gun show loop

the hard plate, the fragments will be stopped by the soft armor.
just to be safe, i don't thin reversing the plate is a good idea, unless it'
s a stand alone plate (level III in the front and soft armor in the back),
that way you can insert the plate behind your soft armor.

在亚特兰大，直升机盘旋在空中，午夜刚过，拘捕了50多个帐篷里的示威者。
在奥克兰，数百名警察使用了催泪瓦斯和豆袋弹。八十五人被逮捕。有些人拖了出来，
被铐上塑料铐。
