Good thing was gone: before 2004, we bot I-bond using credit cards (purchase).
Many ppl earned citi $300 in one day (bot $6000 I-bond). B4 Jan, 2003, ppl fli
pped I-bond a lot: after 6 months (actually 5 months), redeem and re-buy (of c
ourse using CC). Treated I-bond like CharterOne GC.
CD has the minimum amount required, for example, $5000. If you buy I-bond, you
can buy 5 $1000 (or 5 X $100 + 5 X $500 + 2 X $1000), when you have to redeem

if one's major has anything to do the assignment of the IO for his/her

total number of 140 petition is about 200.
This number matches better what sanguo (小牛向前冲) said below.
So far, about 20 pp (initial pp plus pp later), 2 of them pending, 2 denied,
all others (16) approved.
Maybe so far PPed cases are among the strongest, so that is why the approval
rate is kind of high.

我手动查到了我case number前后一共16个pp case。
A. 大概是10%的case直接file 140 + PP；
B. TSC每个月大概收到375份140；
C. 如果直接PP和追加PP一半一半的话，TSC在给定时间内其实也就30个案子待处理。
规律如下
1. 收到PP的第二天有LUD。
2. 一般来说PP后4-5天会有第二个LUD，时间一般在下午1点之后。 表明案子已经
assign给了移民官。几乎所有案子在第二个LUD的那天都会有结果。如果被批的话，当
天晚上（第二天凌晨）网上状态就会更新为案子已批，notice寄出。如果被rfe的话，
相应时间会显示变成了request for evidence。如果第二次LUD后第二天网上还是现实
initial review，基本上是被NOID了。

）。其中，26个case被批准了，7个被RFE，4个杯具（占总共已处理case的10%左右，难
怪那些律师号称自己的通过率90以上）。

No. You have 30 days to respond, and they have 60 days to make a decision.
If there's no response in 60 days, you can file SC.
It's not said by me, but by on-board lawyers. I saw it somewhere based on
their clients' statistics.
It's hard to say.
You will never know if you don't go PP but go regular and don't get a RFE,
whether you'd ever get a RFE if PPed. Vice versa, you will never know if
you go PP and get a RFE, whether you'd never get a RFE if you don't go PP.

employer file the PERM labor certification in April 2009 and it was approved
in around Mar 2010, they PPed my 140 which was approved in the same month.
My three year extension of H1B was filed very soon after that and got
approved in July 2010. Now I have been in H1B status for 7.5 years.
You can extend your H1B annually beyond the 6-year cap if your PERM has been
filed for more than one year and it is still pending, or

Because the financial recession impact my company, there may potential
layoff.
So I PPed for my EB1B application. Yesterday, the USCIS in Texas received
my PP application.
Now, I got news that I'm OK, however, I can't cancel my PP.
I'm concerned about my weak case. My background is as follows:
22 paper (half first author), 3 book chapters, one conference paper and one
abstract. Impactors for most of journal are less than 2.
