But, here we're talking about already-granted visas holders (e.g, green-
cards), who are foreign citizens currently in US. They are clearly under the
protection of US laws and constitution.
That EO may deprive those persons the liberty of travel (at minimum), and
potentially property, or even life (when there's emergency), thus can only
be legal when there's due process.
