昨天收到TSC发到单位的拒信，拒信上面有这么一段被拒的原因：
The petition type you are requesting requires the submission of a valid
labor certification per form instructions. As such, your petition and
supporting documentation are being returned to you. If you have a valid
labor certification, pleasee resubmit your application/petition with the
original labor certification. Please refer to the form instructions for
additional information.
上面这段话是不是说明律师再发出这个申请的时候没有把Labor Certification的原件
附上，导致的被拒？？？
