before deciding which one to buy. I believe petty theft requires one to
have the intent to permanently deprive the owner of the personal property

warrant, like prove to the judge you had some vague reason to be tracking
your movements and not just because of a hunch or because of your race or
religion. Now police can track you just for kicks, or more likely as a wide

世界现行汇率体系已经失衡。中国实质上实施的是人民币盯住美元制度，而大多数其它
货币或多说少是自由浮动的。中国的汇率体系是“双层”的，资本账户受到严格控制；
而大多数其它货币并不区分经常账户与资本账户。这使得人民币长期被低估，并确保中
国持续获得巨额贸易顺差。
最重要的是，这种安排使得中国政府不用出台激励人们努力工作和提高生产率的干预措

田田之案峰回路转的玄机》（以下称《一评》）一文中，我介绍分析翟田田案时，不经
意间包含了三点预测：（1） “如果以为检方就这样算了，让翟案过了起诉期后自动撤
销，未免太天真了” ，检方一定会向大陪审团申请起诉翟田田恐怖威胁罪。（2）但是
检察官实际上并不想让（庭审）陪审团来裁决翟田田，所以“估计此案大陪审团会按检
方希望，把罪名降级（行为不检人士罪）后发回镇法院审理。”（3）而在镇法院层次
，“会找个技术性理由，把行为不检人士罪的案子撤销。”
