. In fact, "pertaining to" can be perceived as more vague statement. i.e.,
if you are not sure EXACTLY what the relationship is, you can discuss
something that "pertaining to" this other matter at hand...
I wouldn't get so caught up in the nitty gritty of differentiate them - they
basically means the same thing. I would avoid using "pertaining to" thou,
as its context is intentionally vague and not concise.

a while, I came up with the following:
"pertaining to" expresses the sense of some key
component properly "belonging to" something.
"related to" states a connection between two things.
but a weaker statement than "pertaining to".
"regarding", "in regards to", "with respect to" can
be used to connect some external thing to something.
"relevant to" would express only a weak or vague
connection.

remember that being more specific does not necessarily mean being more "
official" - in fact quite the opposite - most "official" documents uses
vague verbiages, on purpose. :)
In the example given, pertaining to can be substituted with related to in
every single case, without any lose of meaning. In fact, I dislike
pertaining to as it is not concise. Pertaining can be understood as
something that is "about" something |

”一词。KJV翻译成EVIL， NKJV和NASB翻译成“calamity”NIV翻译成“disaster”.
根据下面的参考文献，这个词的含义很丰富，除了有“EVIL”的意思之外，还有其他方
面的意思。
在诸多意义中，一个比较符合以赛亚书45：7的意思是“灾难/不幸/逆境”，这和之前
的“PEACE”形成对比，就如上半节，光与暗形成对比一样。这样理解比较符合上下文。

首先应该明白一点，所谓的国有资产，在事实上跟99.9999999％的中国民众是没有任何
实质性关系的；而那名义上的所以权，却成了全国民众为国企亏损买单的理由。银行7
万亿坏帐，基本上都是国有资产运作造成的，最后都将由普通民众买单。死抱这种名义
所有权不放，何其愚蠢！
其次，让国有资产继续存在下去，会对谁有利？答案不言自明，国有资产是封建统治集
团赖以存在的经济基础。马上可以夺天下但不可以治天下，大棒的前面得有面包，军队
和国资就是封建统治集团手里的大棒和面包。国有资产的存在是维系一个稳固的统治阶
层的基石，打掉这个基石，封建统治就成了空中的楼阁，必垮无疑。

打个不算特别恰当但是比较好理解的比方，假设我们从中国乘飞机飞往美国－－飞
到关岛了，这的确是美国，但是离其本土还差十万八千里呢，好比《大宪章》刚刚
颁布，离真正的法治和民主的路还任重道远；等飞到夏威夷了，这也的确是美国，
可是上面除了毛利土著、日裔华裔、海军大兵和旅游者之外，要想看看典型的美国
人恐怕还是找错了地方，这好比Simon De Montfort和Edward I时期议会刚刚试运
转，机制开始建立，模子已经越来越成型了，但还不能算货真价实；只有飞过了落
山鸡，才是真正地到了美国，好比经过了光荣革命，英国以至近代的法治和民主才
真正地落到了实处；不过实际上加州到处西裔亚裔印度裔犹太裔人士成群，其美国
味道仍然欠一点火候，还得开一阵远路四处兜兜才成，好比光荣革命后的三百年人

晚清的“同治回乱”与左宗棠“收复新疆”
一、前言
1862—1873年（清·同治年间）在西北暴发了的回族暴乱，当年的回民，对渭南两岸的
汉人进行了疯狂的种族大屠杀，两岸汉人总数不过七八百万,被杀竟有五百多万之多。
临潼县志载：“1862--1869七年，临潼县死亡人口30余万。渭河南北烧杀之灾无一村一
人而幸免。”
富平县志载：“1855年（咸丰五年）全县有46795户，254257人，1876年（光绪二年）
统计，有28543户，120302人。户数、人数减少了一半，计1862--1869七年间被杀60%。”
三原县志记载“1861年（咸丰十一年）全县人口16万人，由于回乱加之光绪年间两次瘟
疫和大旱，人口锐减至4万人。回乱两年间（1862—1863），县旧隶五百余村俱残破，
仅存东里、蔡王二堡。”
