Wyo. Advances Anti–Gay Marriage Bill

The Wyoming house advanced a bill Thursday that would bar the state from
recognizing same-sex marriages performed in other jurisdictions, one of
several equality-related measures to be considered in this legislative
session.

夫妇反对同性恋的观点对孩子有害，并且禁止性倾向歧视比禁止宗教信仰歧视更为优先。
发起诉讼的这对夫妇是65岁的欧文-约翰斯（Owen Johns）和62岁的尤尼斯-约翰斯
（Eunice Johns），高等法院的裁决意味着约翰斯夫妇将不能获得收养孩子的许可证。
约翰斯夫妇自从1992年以来，已长期或临时性的收养过15个孩子。在中断收养一段
时间后，约翰斯夫妇于2007年向Derby市政厅申请再次收养的许可，但政府工作人员对
约翰斯夫妇反对同性恋的观点态度表示顾虑，认为他们的观点与2007年实行的禁止性倾
向歧视的《平等法》相冲突。约翰斯夫妇就此向法院提出了申诉。
高等法院在裁决中指出，在本案中不存在宗教信仰自由受到威胁的问题，约翰斯夫
妇并未受到基于宗教信仰的歧视，而他们关于同性恋的观点却可能对孩子不利或有害。
法院认为，保障人们不受基于性倾向的歧视比保障人们不受基于宗教信仰的歧视更为优

初来英国的时后，为了让自己早点融入当地生活，每天都有一些待办的事情，像是注册、
换宿舍、交朋友、找超商、学煮饭...等等。几乎所有的基本生活都是从零开始。
有一天，进到研究室，一位中国同学好意地提醒我，你到警察局注册了没？当下听到警察
局还真纳闷了一下，什么？从没听说过注册跟警察局有什么关系？他说，凡是到英国长期
居留的外籍人士都要到警察局注册，填一张单子，写上地址和电话。当场愣愣的觉得这个
国家还真是鸡婆呀，我来这里学习做研究还要跟警察报到。
同学见我还不知事态严重，便警告我来英国三个月内一定要去注册，不然还会被通缉。而
且，每个月都要去签名一次以确保地址电话都正确，可以联络到你。如果没有按时去签名
，也会被警方通缉。
靠！这是什么怪规定呀。我安分守己一辈子，从来没想过自己离被通缉的情形还这么地接
近。
赶紧查一下地图看看警察局怎么走，待会 meeting 一结束来去一趟比较保险。

首先，所谓conflict of interest,在judicial disqualification程序上有两种路径，
要么法官recuse sua sponte,要么一方上motion。lying trump要是觉得在法律上这个
coi成立，就不用whine了，上一个motion就算是denied了也是上诉的最佳理由，end of
story.
其次，所谓COI的理由成不成立？或许lying trump 这个理由可以骗poorly educated的
达克，骗不了其他人。
原因如下
Judicial disqualification规定主要在28 usc 455. 455a实践中容易一些，455b举证
责任非常严苛，除非有compelling evidence证明特定的impartiality，否则压根没戏。
