且都是学术圈的，已有reference一堆，其中一份是著名的兰德公司的报告。
另外，美国和澳洲已立法限制使用脑波扫描仪，拿脑波扫描仪扫本国公民已是联邦法的

是司法人员说的，那是为了遵守侦查不公开原则。如果是其他非司法人员的公众人物说
的，那是尊重司法独立、避免造成舆论审判。（Well，其实这句话常常是公众人物规避
问题的借口，而且理由充分，绝对高大上。）
另外一句常听到的话说：”司法人员不对个案表示意见“。也就是说，司法人员可以对
法律原则、程序、精神，做一般性的评论或解释，但不对具体个案发表意见。
司法人员固然不得随便表示意见，但人民也有知情权，你不能抵死不说话。有时候基于
安全或其他考虑，司法人员还是必须对外界，针对案情做适当说明。至于能说多少，这
是一个拿捏的问题。
底下是美国法务部行为准则里，关于对外发言的规定。
很不幸，Barr 上 NBC 节目接受访谈，在 Durham 调查还没结束前，针对个案发表了一
大堆没有根据甚至不合事实的指控。违反了自己法务部的行为准则不说，他把一个本应
独立运作、保持中立的司法机关，变为川普的私人看家护院！
这种破坏司法独立与公信力的现象，就是史称「川普之乱」的罪状之一。
