However, my conclusion maybe wrong, because I did not read the whole act.
When we read law provisions, we need place sentences and paragraphs in
context, for example, the particular section. What is the goal of that
section? That is why I think ler7 has a valid point. At least from the first
couple of words, we know that paragraph is talking about numberical
limitation, not category elegibility. These are two separate things.
