标 题: 怎么处理condo楼下邻居造成的nuisance

情况是这样：
这是我的出租房，一个condo。楼下那家，每天在楼梯间里她自己门口水和放猫粮之类
的东西（到底是不是猫粮我不清楚，可以肯定的买的为动物的食物），喂猫和野生/流
浪动物。有时候有野猫或者racoon去吃。
租户跟我抱怨几次了。也跟HOA沟通过了，楼下那家被罚了几次款，但还是照做不误。
这个我觉得很麻烦的。流浪动物难保不带什么病，如果一旦咬人就麻烦了。
以前她是放在楼下不起眼的位置喂，最近给搬到楼梯间自家门口了。那个楼的楼梯凹在
建筑里，三面是墙，一面完全敞开的。继续这样下去的话，现在的住户搬走后再找新租
户都会比较麻烦。我估计一般人看到楼梯间里有这些东西心里都会犯嘀咕的，会失去很
多潜在的租客。
她还在自己的阳台上散放了很多食物（估计是喂猫的），然后又不做清洁，夏天时有时

发帖数: 2988 | 2 这其实是很多地区实实在在采用的法律法规。我们这里的public nuisance law
对party的规定是，如果没有邻居complain, 你可以彻夜通宵的放音乐开party, 但
只要有邻居在11pm之后打911抱怨噪音，警察的任务就是过来让他们关掉音乐，
甚至shut down party.
打电话的必须是邻居，也就是当事人。
警察的任务也很明确，而不会来劝告邻居今天是周末，你也应该谁晚点; 或者劝告
邻居这个音乐其实很好听，你应该学会欣赏。是不是nuisance, 完全以当事人的
感受为准绳。
当然也要考虑别人开party的自由，分界线是晚上11pm. |

noise或者nuisance的条款，不过我估摸着没有。不过难道你们的lease不是用的标准的
那个版本？如果是的话，应该有nuisance的条款的。
google一下california有关lease的code，关键词可以用noise和nuisance。我觉得这种
噪音如果你都能很清楚地录下来的话，应该已经造成nuisance了。
跟代理写个正式点的信，或者要求直接和owner谈话，说打算去譬如apt review的网站
写差评。不过估计这些都没有用，这样就只能去small claim court告了。就是会很麻
烦。
噪音是很讨厌。lz把什么地方的apt贴出来把大家也好警戒些。我们家原来住顶楼，隔
音也差，楼下有个人天天打游戏，每天都听到爆炸声和枪击声，有的时候半夜也打。半
夜打还好投诉，我们的manager和owner都管，白天还真没法说。声音也不是大得很，但
是那种低音和时不时的爆炸声，实在让人抓狂啊。好在我们的owner人好，他又有一片

首先，你的邻居并不是能在他们的apt里无法无天的，他也要遵从一定的规定比如他们
的活动不能骚扰到邻居。如果骚扰到，就是nuisance。可以报警让警察处理。
另外，one of the duties that landlord has is “implied covenant of quiet
enjoyment”， 也就是Tenant has a right to quiet use and enjoyment without
interference from Landlord. 那么Is the landlord liable for acts of other
tenants?大多数情况下是no，但是有两个exceptions：
a.L had a duty not to permit a nuisance on the premises.
b.L must control common areas.
你描述的你的邻居情况就是nuisance, 你的landlord应该是需要负责的。

杂八的事儿一多，割草机也没顾上买。11月的某一天回家发现房前屋后草都被割好了，

Regression,exact只是实现的方法, conditional才是统计的思想
做conditional 的原理在于认为某些parameter是Nuisance parameter,和自己要

昨天下班路上听BBC，有一段采访。是关于孔教授骂香港人的事情。采访的是一个香港
作家。不知道中文名，BBC主持人称他为“Chip Tsao”。这位作家不承认香港人和大陆
人是一种人。更令人气愤的是，当被问到2047年最终统一的时候，他竟然诅咒自己的祖
国不能活到2047年。注意，他说的不是大陆政府，说的是中国。

下面是我女儿在高中三年级（2015-2016学年）选修高中《美国历史大学先修课》（AP
American History）时所写的学期论文（junior thesis）。本地高中学生一般公认高
中文科最具挑战的课程就是《美国历史大学先修课》。我女儿总体上比较爱好理工科课
程，对我这个文科专业的父亲来说，总觉得高中文科的课程也是极有意义的。然而我女
儿是一名多年参加体操俱乐部系统训练（每周要有20多小时的体操训练，还要加上外出
参加比赛的时间）的运动员，因此对选修这门阅读量很大的美国历史大学先修课程颇有
顾虑。我考虑到这门课程的对女儿的阅读，思维和写作都有很大帮助，就极力鼓励她选
修这门课程，并且“保证”如果学期成绩只能获得B也不会有所“责难”。最后女儿“
不知深浅”地选修了这门高中文科重头课程，即使在就读期间她还一直有点“耿耿于怀
”。

昨天下班路上听BBC，有一段采访。是关于孔教授骂香港人的事情。采访的是一个香港
作家。不知道中文名，BBC主持人称他为“Chip Zhao”。这位作家不承认香港人和大陆
人是一种人。更令人气愤的是，当被问到2047年最终统一的时候，他竟然诅咒自己的祖
国不能活到2047年。注意，他说的不是大陆政府，说的是中国。
听完以后非常气愤。今天终于在网上找到这段节目。 自己用了一小时的时间把里面说
