，没有任何问题。
NSA的全面监控没有问题， 最主要的问题是 全面监控拿到的信息如何使用。
对于本国人， 只要是非暴力的， 监控拿到的信息不能用。 比如几个人计划从银行骗
钱， NSA从网上监控知道了， 也不能提前告诉这家银行。
对于本国人， 只要是涉及暴力的， 监控拿到的信息可以使用，可以采取行动。
对于外国人， 不管是非暴力的 还是 涉及暴力的， 监控拿到的信息都可以使用，可以
