，惹来了广大加籍港人的叫板。我的主张是，宁可瘫痪香港，也不开一枪，限水限电，

扬的HR1044／S386法案也没有引起您的注意。作为过来人，让我们先看看究竟什么是
HR1044/S386法案，对来自中国的职业移民的未来有什么影响，我们是否应该关注，是
否应该行动起来做些什么？
什么是HR1044/S386法案？
简单点说，目前绿卡申请每年都有名额；名额按照国家分配，每个国家有上限，不能超
过7%。HR1044是众议院一个议案，目的就是取消7%按照国家配额的限制，S386是参议员
的对应法案。
2020年-2022年之间，对除中印之外的其他国家预留少量名额保护；
2022年开始，彻底没有限制，所有国家的人混在一起申请绿卡。
取消国家限制看上去不错，但现实是：绿卡申请并非一个clean start，而是有大量遗
留问题。
现在最明显的问题是：印度人排期在2009年，而中国人在2016年。
如果HR1044/S386法案通过，未来15年职业移民的移民路线图是什么？
如果取消排期，会按照“先入先出”原则，从2009年的申请人开始处理，这意味着先要

做个小手术，基本上是3-4 bills最少
1。 医生
2. 医院
3. 麻醉师/读片师傅/etc
只要是in-network bill就没有问题。
最怕的是，保险公司认为是 “not medical necessity”, 然后你就doom了。这个时候
，正常价$100，你收到一个$10K (1万刀)的bill, 即使是in-network, 你自己的责任。
我以前去看医生，进去了就告诉她不需要一个额外的“口罩”，但是过了几分钟一个护
工拿过来，我直接让她出去了。过了一个多月收到账单50多刀。然后为了这个事，怎么
也解决不了。找个监管机构，发现没有针对医院的。最后烦了，也就付了。
医院是美国最黑的，大资本家吸血的工具。保险公司和大医院相互勾结，哄抬价格，实
际上是心理战。
对医生我没有那么大意见。实际上，现在很多医生，不在医院干，病人都不多，也被医
院绑架了。
我们这一代，还有退路，做个手术，大不了打个飞的回中国看（癌症除外，哪里基本上
都是等死）。下一代就比较惨，中文都说不全，如果被被洗脑了只相信美国医疗，然后

What I want to know is, is this ruling binding ONLY on California, or is it
binding on all the states within the ninth circuit? Are they saying that
Proposition 8, itself, is unconstitutional, or are they saying that all bans
on same-sex marriage are unconstitutional?
