我们NE州虽然名不见经传，虽然在我来之前都不知道有这个州，虽然跟国内的同学

发帖数: 947 | 19 以下是Nebraska Service Center 1月31日公布与美国移民律师协会的问答记录，我们
截取一 些有用的回答供大家参考：
1. 付给CIS的支票开给USCIS或DHS都可以被接受。
2. 在支票后面CIS将会继续写上申请的Receipt Notice。若 是申 请人没收到正式
的Receipt Notice，可看支票的后面，然后与CIS联络。
3. 最近CIS的电脑系统常常出错。如果你发现有任何疑问，可以与CIS直接联络，无
须为之紧张。
4. Nebraska可以加快OPT的申请，申请人要提出合理的理由，同时在申请上用大且
黑色的字体写上“EXPEDITED REQUEST ” 。
5. Nebraska对于EB-1的申请审理有些落后。虽然网上的审理时间是12/14/07。事实
上据了解实际的时间是4/6/2007。
6. CIS总局正在考虑是否再度开 始I-140的Premium Processing，近 期内会有通

Citation不够多。我们比较了一下这些移民官的代号，发现都并不是同一人。因此这恐
怕是Nebraska这个阶段的审核趋势。我们综合了Nebraska的论点为下列:
1．“Neither does a record of no citations indicate contributions or impact,
it is difficult to conclude that a published article is important or
influential if there is little evidence that others researchers have relied
upon those findings.”

立场与论点，直到上星期我们看过一份NIW 的Denial Notice，上面Nebraska对此总算
讲的清楚一点。其内容如下:
“To determine the remaining aspect of the eligibility requirement, the
USCIS will first examine the petitioner’s publication(s) and citation(s)
record. The USCIS notes that evidence of publication in itself is not
sufficient to show impact or influence in the field of endeavor. The

LINCOLN — An executive at a Big 12 school relayed to The World-Herald on
Tuesday that he expects Nebraska to become a member of the Big Ten as early
as Friday.

Tom Osborne 执教25年，打25个Bowl Game，其中11次是Orange Bowl，最后8年居然去
了7次。 除了在最后的4年中拿了3个冠军外，还有两次非常接近，都是在Orange Bowl。
