美国移民拿到绿卡只是第一步，还要等3-5年才能有资格申请公民。
而时不时有人在本版和隔壁板问关于公民申请的问题以及绿卡保持
身份的问题，鉴于本版和隔壁班大多讨论的是申请绿卡的问题，
我建议开个公民版以利于讨论相关话题，包括拿到公民后在美国行使公民权的问题。

（1）请教下大家党员入党时间和退党时间怎么处理的。只记得2006年入的，具体啥时
候早忘了，2011年来的美国，这种情况时间怎么填？
（2）大家是在part14那里几句话简单解释党员问题，还是另外附了一张纸写详细点？
（3）Part 8， 25. Have you Even been arrested, cited, charged, or detained
for any reason by nay law enforcement official? 交过一次$80的交通罚单，但没
扣分，需要填Yes，然后在part14 解释下吗？

的关键原因是经济问题和医保问题占了太多attention，而技术移民总是被非法移民问
题拖住：民主党希望用它做bargain chip，而共和党内反移民的保守势力过于强大。虽
然技术移民的BILL 被提了至少5年，而且基本都得到两党支持，但始终无法通过。
但今年这种僵局被打破，首先是奥巴马豁免非法移民，而3012 没有和非法移民捆绑，
是非常难得的事情。下届总统如果是罗姆尼，他将不得不面对撤消奥巴马行政指令，还
是推出新的移民法的选择。如果是奥巴马连任，CIR 可能会重新提上日程（虽然通过仍
然没什么戏）。但不管如何，3012 至少把技术移民这个美国选民完全无视的问题暴露
出来了。
即便像某些ID讲的一样几年后对中国人不利（只有可能ICC 突然人数暴增，3012 的
AMEND 和GRASSLEY 几乎让这种概率=0），大家可以想象这种情况会让其它国家的移民
和媒体有多少OUTCRY? 3012 通过之前，欧洲的这帮EB2 就反对不少，如果大家排期都

1）SB 185: yay. 但当时他是junior assemblyman. vote along the party line is
expected （当时是顶替term out的前任）and he was only 6mo in assembly when SB
185 is up for vote.
2）2012年大比数赢primary (59%) 和 general (70%), 所以他在本选区base应该很稳固
3）2013年投过唯一一次nay, 是少数几个cross party line voting with Republican
4) Openly gay. 所以是很liberal的。但是做为gay，我想应该是反感 discrimination
against genetic reasons (sexual orientation, racial, ethnical etc) -- 这个
是我猜想的。有没有佐证？
