省议会的辩论》两篇论文，对普鲁士的书报检查制度进行了透彻的批判。马克思认为书
报检查制度是出版发行前的秘密评判或“官方的批评”，其标准就是“凡是政府的命令
都是真理”。马克思还区分了行为和思想，并把新闻出版看作是不应受法律控制的思想
领域。在马克思看来，书报检查制度就是追究思想倾向，而追究思想倾向的法律是“一
个党派用来对付另一个党派的法律”，是恐怖的法律。因此，书报检查制度的存在本身
就是对新闻出版自由的根本否定，而“没有新闻出版自由，其他一切自由都会成为泡影
”。马克思认为新闻出版自由只有通过法治和良法之治才能得到有效的保障。最后还简
