spillover分配的多样化(如6楼所说),spillover才是大头,而且一旦spillover分配确定
为多样化,这于长远来看非常有利.而中国自有名额没用足明显是O的工作过失,的确可以
作为切入点.现在那些senator/congressman都关心的是大方向,不大会对某个国家的不
公感兴趣.如果说O的lousy job导致本已复杂的移民问题更糟糕,失去多样化,他们也许

州没有。所以listing agent 就list 了Range 的底价，再注明是Range Pricing. 比如

回到家里, 股票帐户有出问题.被限制交易. 08/27, 我的券商交易系统出现故障,许多
交易被错误执行, 结果自己收到 trade call,电话上理论了一个小时, 对方拒不认错(
知道美国人是天下最赖皮的), 只愿意给 150 的 credit. 气的真想关掉自己的帐户.

2nd half有的一比, Irene the 1st half没那么吓人, 就是第2段加速了才有些给力(周
6晚上6,7点开始的样子),但我跟本没觉得有多可怕, 可能是早已well-trained了! 7月
初CHICAGO那一场一来, 光一个北郊就几万户人家马上没电, 很多5,6天后才有电, 有水
! 今年8月初CHICAGO的那场强雷电也很吓人, 报上说1-1.5小时内雷电袭击>10,000次!
然后有是几十万户没电. Chicago恶心就恶心在持续也就1,2小时, 然后马上大晴天, 都
没得放假!!!!
