心审理。但是，Chicago 的PERM审理中心审理完正在处理的PERM申请，包括2008年4月
15日之前被audit的申请或者被denied但被上诉的申请。
要注意的是：通过网上递交的PERM申请，系统会直接转到Atlanta PERM中心，雇主或者
律师不需要另做额外动作。但是，如果是邮寄的Paper Filing(如果还有人在用
的话)，一定要寄给Atlanta PERM 中心。 另外，现在起在做Job Posting 时要注意
DOL 的联系地址的改变。

美国移民律师协会的月刊上。我们觉得对大家非常的有助益，因此翻译出来供大家参考
。因为文章很长，我们分为几部分刊出。
对于非移民签证的面试，申请人需要准备充分而简洁的申请文件。然而很多时候，无论
申请人的文件准备得多么好，面试的移民官可能连看也不看而只是简单的问申请人几个
问题便对申请作出判断。不少申请人抱 怨此现实的不公平。这种现象也反映出现时美
国移民系统不完善的一 面。然而，移民官的做法是可以理解的。他们每天工作繁忙，
每位移民官可能每天需处理超过100个面试申请，这样下来每一个申请人很可能只有3至
4分 钟的面 试时间。在这短短的几分钟内，移民官需要判 断申请人是否符合申请资
格，是否存 在 INA (Immigration and Naturalization Act) ss21(b)的非移民倾向问
题，以及申请是 否有任何欺骗性质。因此，移民官是没有足够的时间去看其它的文件。
申请的Cover Letter应该清晰简明的列出必要的法 律要 点，而非花 |
