日本福岛核泄露比切尔诺贝利严重得多

苏联切尔诺贝利核事故是此前最严重的核泄露事故，源于操作问题使核反应堆过热，导
致压力过大而发生爆炸，由于采用石墨做中子减速剂，燃起了大火，一方面直接向环境
中排放了大量放射性物质，另一方面，反应堆自身安全罩毁坏，剩余核燃料，由于核熔
毁，继续发生核反应，产生放射性物质，部分排放到大气中，污染环境。
据核辐射防护手册采纳的苏联原子能利用委员会报告，消防队员在爆炸发生后3个半小
时后扑灭了大火，由于用直升机投入中子吸收剂硼化物，白云石，砂和铅等5000吨，10
天以后，放射性物质泄露量迅速下降，第11日仅为第10天1/80，后面的核泄露就很少了
。累积排放到环境中的总放射活度达到2pBq（1p是100亿亿＝1018）。
日本福岛采用的是沸水堆，虽然发生爆炸，但没有发生火灾。根据国际原子能安全机构

In most of China's history, people were very generous, tolerant, kind (ever
heard about Mo Zi) until middle of last century. In ancient Greece, Stoic
had similar thought as Mo Zi. In a sense, we are all human beings and we do

当下的西方文化的核心是极力鼓吹“少劳多得、不劳而获、嘴功甚于实干”的所谓“智
慧型”经济模式：金融势力已成无敌怪兽（有钱能使鬼推磨嘛），各级政府法规条例多
如牛毛（律师们可不是吃素的哟），实体产业彻底空洞化（无本万利谁不想啦）。最能
说明问题的就是美国的税制：金融股票收入的税率（不到20%）远远低于做实际工作的
工薪阶层的平均税率（35%上下）。股神巴菲特最近就调侃道：他的巨额收入的所得税
税率要远低于为他打扫卫生的清洁工要交纳的税率。如果不彻底改革如此高度扭曲的社
会文化，西方文明是没有什么前途可言了。近几年以来，中国也经历了股市和房地产泡
沫，已经对实体经济和社会文化造成了一定的负面影响，中国要从中吸取经验教训，把
虚拟经济（金融、法律、房地产类）的收入水平和经济总量严格控制在实体经济的指标
之下，千万不可重蹈西方的覆辙。
到这里，对这一章做个收尾：古风其实比较担心的是这些从西方回归的高端人才对中国
现有文化的冲击。不可否认，当下的中国社会有许许多多的“潜规则”，这既是传统文
化的惯性所致，又是社会发展转型过程中价值多轨制的必然后果，也将随着中国的继续

Lang Lang is actually much more successful than Li Yundi in the West. He
could play in the White House but Li got no chance. Li plays Chopin's music, which is liked by a lot of Chinese, but quite marginalized in the West. In the West, the mainstream classic music is still from the German-Austria type, by Mozart or Bach, etc. The Slavic music by Chopin, etc. are certainly liked by some, but have much narrower audience. 大，对加拿大情况比较了解，对美国是否作税后收入统计不了解，本人有在美国国家统
计局网站(www.census.gov)上作了简短的搜寻，并没有发现这方面的信息。相反，在上
海市统计局网站很容易找到人口、收入等信息。另外，就是加拿大和上海市人口相差不
很大（加拿大人口3300万左右，上海市常住人口2300万左右），可比性更强 。
本文仓促写成，根据的只是网上1个多小时找到的数据，因此很不全面也很难保证所有
数据引用的恰当。权当抛砖引玉之用。
从加拿大国家统计局(Statistics Canada)数据库搜索结果，可以得出2009年加拿大两
人和两人以上家庭的平均税后收入为$79,900加元[3]。不同省的家庭税后收入从最高的
阿尔伯塔省(Alberta)的$95,100加元到最低的爱德华王子岛省(PEI)的$66,500加元。其
他各省的平均家庭税后收入为：加拿大人口做多的省安大略省(Ontario)为$83,400加元
