联邦参众两院的议员不约而同都提出法案，要终结目前以工作为由申请绿卡的国籍限制
。如果通过，对中、印两国H-1B签证持有人都是大好消息。
目前的法令规定，任一国家的人民每个会计年度以家庭或工作为由批准绿卡的百分比，
最高上限都不得超过绿卡总申请人数的7%，因此如中国、印度两大国的申请人，往往要
等上多年才能拿到绿卡。
美国目前每年对于以工作申请的绿卡共核发14万张。根据最近研究，有些范畴的印度籍
专才若按目前规定，要等151年才能拿到绿卡。
参众两院提出的“高技术移民公民法案” （Fairness for High-Skilled Immigrants
Act）希望废除目前核发绿卡的国籍限制。
众院法案是由加州民主党众议员罗芙根（Zoe Lofgren）以及其他113位两党议员提出，
参院法案则是由加州联邦参议员贺锦丽（Kamala Harris）和其他14位两党参议员所提

我2008年刚来美国的时候，读的是一个教育方向的硕士，翻译成中文大概是人力资源教
育之类的。这个专业涉及理工科目极少，对专业背景要求低，是很多中老年美国人再进
修（混学位）的首选。因此我的同学中不乏退役老兵拿着GI Bill免费读书，企业中层
管理人员读个硕士回去升职，还有一种：就是下岗人员。（捂脸）
当时班上有一位大叔叫Bud，是一个因为煤矿关闭而被下岗的矿工大叔。因为被下岗了
，就领了一笔补助加上可以免费接受再就业培训（其实就是免费去读一个学位，但是要
自己申请学校）。大叔既没有退役军人那种对外国人的戒备，也没有企业管理人员那种
