其实，最重要的是vb改革，这些空派都不提。vb改革的细节，现在还看不到，但是还猜
不出来么？白宫给出的2条就是改革的细节: expand EAD 以及 grant parole。Jeh
Johnson的memo就是要USCIS的遵照执行vb改革，写出具体的regulation来，这个就是
memo中的第一条。
vb改好了，然后才会有portability的改进。这是memo中的最后一条。
乐观派引用了一些主流律师提出的pre-registration的概念，能很好的解释，如何改革
