特别是一些企业的数据，本来就同企业签约不能给第3者。这种情况下，就是Editor都
没有权利向作者要数据。但是企业可以开证明给Editor，保证数据的来源是真实的。

有些funding agencies，比如NSF，会要求PI一定年限之后把匿名处理后的数据公开，
在此之前数据所有权使用权归PI。
PI有时候会把数据给自己信任的人使用，这种情况下你看到的文章作者即便是愿意也没
有权利把数据再给别人。
我也时不时收到别的学校学生跟我要原始数据，这种email不好答复，我不想直愣愣的
说No，也懒得解释这些norms，一般就不理算了。 |

别人如果想弄到数据的话，用一个软件把图上的点给转化成数据就行了，
有时候嫌麻烦，直接跟作者要，只要是教授出面的，
我们这行肯定是最好要给的。
其实这对自己的数据也是一种承认，也有助于科学发展和扩展影响。
我自己的博士论文的原始数据，不知道多少个组都在用来进一步分析。
以前读博士时候有个同学，
我的数据，当时还没正式发表（已经投出去了），
他觉得可以帮助他们的理论解释，
问我要，我马上给了他。
后来我文章需要一些literature data，他的文章里面已经用了，
就问他能不能给我一份，省得我再去扫描采点了，
当时有一个杂志还不能access，
先是不回我的email，然后打电话过去支支吾吾，过了很久也没有给我。
我还是自己找原始文献采的点。
我觉得，数据一旦发表，而且你不准备用它们继续做什么深一步的研究，
为了别人，为了科学，为你自己，都应该share。 |

具体到我的情况，我需要的是一个以前中国国家统计局和联合国儿童基金会共同调查发
表的一个二十年前的数据。很多很多不同领域、学科的学者都用过了，国内某科研单位
现在管理这份数据。这家科研机构的老师人非常好，但是我也被委婉告知不能给我原始
数据，需要去统计局找人。找了一圈，都没有找到门上呢。
所以就联系国内、美国、还有其他国家的大学用过这个数据发表过文章的学者。不同学
科的学者。但是现在基本上给我的答案虽然没有直接的no，但是都不乐观。
所以，请问大家，一个不是保密的、官方统计的、很多人都用过（最近的文章发表于最
近两年）、只是年代比较久远的一个dataset，怎样才能最快地拿到？应该回头去统计
局找关系？还是应该继续和这些学者们联络？和几位学者的联络感觉到他们人都很不错
，口气很nice，但是我却不知道怎样pursue到最后拿到数据。 |

社科领域很多原始数据都是社会调查获得的，每做一次调查采集的数据包含成百上千的
变量，可以用不同方法、从不同角度进行分析，还可以做多个相关研究。
这种数据得来不易，搞得好的话mine上5年，如果别人可以无偿使用，那就没人肯花时
间写proposal搞经费做调查，大家都等着吃现成的了。
NSF就是出于这种考虑才设定了一个年限，在此之前原始数据是proprietary，怎么使用
PI说了算。 |
