首先，ISIS、约旦、日本政府的“底价”看似接近，实则差异很大.
ISIS1 月20 日 最先提出的是2亿美元赎金（其实在此之前他们已先向后藤家属敲诈1700万美元未遂），但他们很快发现这种要求是徒劳的，根本不可能实现，便转而提出用后藤换里沙维，其目的一是“贼不走空”，希望多少捞回一点，二来想借机挑拨美国-约旦-日本间关系，动摇反ISIS联盟。因此自始至终他们只谈后藤，不谈卡萨比赫。
日本政府自人质事件公开曝光后便处于两难处境，一方面他们不希望此事动摇政府“国家正常化”努力的支持度，给人以“日本政府无法保护海外利益却又一味加强海外存在 ”的印象，另一方面他们也不希望释放“日本政府会和人质劫持者讨价还价”的印象（这会让更多恐怖组织照猫画虎，从而令日本海外利益受到更多威胁），因此ISIS新要价出台后，他们顺水推舟，把难题随手塞给原本不相干的约旦政府。
