表题为《美国在南海不能只有象征性的动作》（America needs more than symbolic
gestures in the South China Sea）的文章称，美国太平洋舰队司令哈里斯（Harry
Harris）近期在参议院军事委员会的听证会上被问到中国战略目标，哈里斯说，简单来
说，中国就是要寻求在东亚地区的霸权。中国正在明目张胆地将南海军事化，除非你相
信地球是平的，否则你不会不这么认为。
虽然奥巴马政府提出了“三不”政策，不建设岛屿，不军事化以及不适用恐吓的方
式，但是北京在这三方面仍一直在紧锣密鼓地推进。奥巴马政府对风险的厌恶从而导致
了在政策上没能阻止中国追求海洋霸权，同时使得美国的地区盟友和伙伴迷惑和恐慌。
美国的亚太政策进入了关键的两个月，是时候改变方向了。菲律宾提出的南海仲裁
案将在6月初揭晓，由于仲裁结果有可能不利，中国或许会使用未来的几个月巩固自己
