年中，还有大把机会调整排期），和现有的大幅的EB3 usage，他暂时退了3 的排期。
这个退并没有（像去年一样）退到史前，而且在很快的将来还会有调整。
很遗憾，你想把我和fuwu 相提并论，所有的前提都是错了。
首先，并不是我个人偷偷的在形势一片大好时候背后插刀。受广大TSC的收到的relink 到
2类的网友的委托，NIU的志愿者共同起草了给TSC 头头 的信件。在没有收到回音的时
候，我们跟uscis的public engagement的几位女士交流，反映出了TSC的问题。你看看2
月之后TSC有多少报绿！
其次，我自己并没有绿。我的排期在14年大倒退后再也没有C过，在FY15 里 C的机会也
不大。我可没有在自己拿卡之后悄悄的损害同胞的利益。某人当时把身为盟友和打手的

应该是low, 而不是high.
因为现在6月份的VB才刚出来, EB2前进了1年, 所以和上面说的 "The level of demand
for EB2 China has been low enough to ..." 是一致的.
但是 "to potentially allow excess numbers to fall down to EB3 China towards
the end of FY15" 的确不知道是什么意思, 毕竟按照大家的说法, 即便EB2 全C, 剩余
的名额只可能给India EB2, 而不会给 China EB3. |

这段话与其过度解读成“工作失误”或者“全C”，不如解读为安抚阿三。

I am not sure if I am right:
EB2 will not move forward anymore because the demand is low now after it
generates the demand. Therefore, the excess EB2 will fall down to EB3.
but it says 'has been', maybe I am wrong! |

发帖数: 8388 | 14 询问本年quota是否用完，首先要知道今年的quota是多少。FY15并没有从FB得到什么名
额，所以2＆3 的基本名额是2800 和2500. 关于3 的使用名额， 我上个月的粗略估计
是 按 20-33%的报绿，大约为1700-2600. 根据奥本最新的VB 3类大退步，可能应该使
用20%报绿率的经验数据。即 3类的本年名额已经用完了。此点可以被印证的依据是，
早两个月，奥本已经在不同场合多次跟不同stake holders说过，3类本财年之内不会再
进，而会停滞不前。请注意，5月份的时候2类才刚刚超过3类的排期。
其次，在没有demand和inventory的数据的条件下，所有计算估计都是粗略到不能再粗
略的。不要说7月份出的4月1号的inventory data，那个就是一页笑话。如果所有人都
没有数据，那么一切都是猜测。请不要恶意指责和谩骂任何人，无论23类。
第三，奥本说最近有3类的demand增加，请注意，3类的排期目前仅到11年底，今年3类
就没有突破过11年。而新交的EB2,除了NIW和一些PERM的PD是12年之前的，其他的从5月
