国人为主的外州小公司）马上revoked H1b，但不withdraw我的PERM，八月份找到一个
fulltime offer,九月中得知PERM被approved,staffing firm 要求我三月中PERM
expires 之前找到project 回去才能继续办I140。今天电话和Email联系他们，被告知
USCIS最近发了一个memo,经过attorney的evaluate,他们不再sponsor,reinstate or
extend H1b，绿卡也不再继续办理，“until further notice of changes"。Email的
原文如下：
“Unfortunately this new memo is impacting our company and staffing
companies alike across the country. As you are no longer a XXXX employee,
we cannot advise y |

对需要正经staffing firm sponsor的绝对是坏消息！要不然那类公司虽然不稳定，在
sponsor方面还是很灵活动作很快的。有绿卡有实力的也不大会去consulting firm，因
为现在client的rate都压得很低！ |

正规的consulting firm本来就不大办H1b，老美中青年白男居多，charge得超高。
他们就是中间和我的recruiting firm (不sponsor) partner的那种，应该不存在fraud
,超级守法的那种公司，以前一有风吹草动就发update，benchtime 2周后马上revoke
H1b,不让请unpaid leave。他们在外州，现在memo好像要求beneficiary工作的office
location和雇主要一致,还要用雇主的tools develop product什么的（我还没细看memo
），所以一般只允许client直接sponsor了。 |

据我知，还是有几个contractor是持H1，也办绿卡，是一个好正式的staffing company |

as a contractor first, but very likely, the contractor job will become a
full-time job in this US company(not the consulting company). I will use CPT
to work first and the consulting company will sponsor H1b. Will there be
any risk?
