government. The FOMC can do whatever they see fit. It's not like China's
central bank.
I am not saying QE2 is good or bad thing, but whoever wins the mid-term got
nothing to do with QE2.

not mean take que from congress for operations. He tells the congress what
has happened and what Fed is going to do. Of course, the white house and
congress tries to sway the central banker this or that way, but FOMC has the
ultimate independence. It's written in the law. Anyone who wants Fed to do
something he wants it to do, he has to change that law first. That's almost

宋鸿兵这个阴谋论流传甚广，害人不浅。
Fed的组织形式的确是个private company。但是FOMC的12个voting members，7个是总
统任命国会confirm的，其实就是政府官员。而且通过议事规则的约束，实际是主席一
个人说了算。当然官商勾结也是有可能，但是并不比其他任何政府机关更可能。Fed的
盈余也是大头上交财政部的。
至于为什么要把Fed搞成私人公司而不是正式的政府机构。要知道Fed成立之前，银行们
是完全自行其是的。牛X如毛主席，革命胜利以后也没有直接没收私人企业，而是搞公
私合营，给资本家发定息。美国这种国家，更不可能这么露骨了。
还有，记住Fed盈余的大头是要上交财政部的。Fed通过QE买到手里的这些国债和MBS，
利息都成了政府的收入。将来到期以后还的本金，也是一倒手就进了国库了。 |
