medicare窟窿很大，medicaid更大，不过也都很难动。discrete spending的大头军费

总之预算平衡就是个屁，5年前那些要求sequestration的议员现在都把预算平衡当屁放了
: 再来一轮QE。:) 这就好象车版在讨论，下坡的时候，什么样的四驱系统可以帮
助缩短

，可以找payroll office递交8233免除tax withholding。
第二种情况，F2在美逗留超过2个月，转成F2。这个定义比较模糊，主要因为Tax
treaty中没有对residency作明确的定义。对于在美国换签证的，P4152明确说明要在
home country逗留365天才可以；对于回国换签证的，我没找到明文规定. Revenue
Ruling 56-164 和 General Counsel Memorandum 37047, 好像有相关说明，我不是很

share 一下我的律师建议的解决办法。
我就是带上驾照，护照， 就的797 form, 新的H1B extension receipt notice 去DPS.
1. 告知工作人员你的工作签证办理未批复， 然后驾照马上过期
2。 工作人员会登记你的资料， 然后告诉你要1-3 周时间才拿到SAVE 的结果 （结果
会寄到家里）； 有最近半年的出入境记录的话， 据说在DPS 输入资料后会有马上批复
的。
3。 我等了三周 （因为三年没有回国了），拿到批复再去。DPS, 然后给我临时续了8
个月的驾照。
本人在德州。不知道其他州也可以用这个办法不。

首先，两党政客在选举时说的话都不能当真。他们在这个选举的关键时候，肯定都是说
选民想听的话。上台以后，能不能兑现，又是另外一回事。奥巴马四年前说的多好，国
债减半，经济繁荣，现在有几条实现了？
在这种情况下，如何选择？可以从以下几个方面来考虑：
1） 出身，家庭环境，教育，2）成就和业绩，3)政党的基本理念
第一项和第二项作为考量标准是很明显的。为什么把政党的基本理念作为标准之一？因
为二党的候选人在选举时都是谎话连篇，空头支票开了无数。不管这次谁入主白宫，碰
到重大问题时，我们可以认为总统会从他认同的政党基本理念出发来问题。
奥巴马出身单亲家庭，后来大部分时间由外公外婆抚养长大。混血的孩子在白人社区长
大，对他的性格和世界观有很大的影响。后来从普林斯顿本科毕业及哈佛法学院毕业。
罗姆尼父亲先从商，曾是美利坚汽车公司的董事长。 后从政，当过密歇根州长和联邦
政府部长。母亲也竞选过参议员。罗姆尼从BYU本科毕业后，在哈佛法学院和商学院JD/

最近『星岛日报』新闻上，有位三藩市华人房东因租霸长期欠租，而被迫银主盘。在银
行清盘的过程中，发现这些导致他破产的租客仍然住在他的楼房里，激愤难当！他与这
些租客发生骂战，并升级到肢体冲突。事后，租霸恶人先告状，报警把房东送进了牢房
。可怜的房东，因为不懂租务法律，白白失去了心爱的房子，一生的积蓄也化为虚有，
还失去了做人的尊严。
这样的故事天天发生，华人业主的租务纠纷，让许多人倾家荡产。甜美的美国梦，有可
能一下子就掉进官非的深渊。这样的故事罄竹难书，令人心酸。三藩市的租务法律为何
到了这种不公平的地步？这要从其租务条例的简史说起。
（一）背景
三藩市是弹丸之地，面积7英里x7英里（121平方公里），人口约80万。人口密度与香港
大致一样（约6200人/平方公里），面积只是香港的十分之一，却没有多少民用的高楼
