One of my friend once got offer in late June from a top 10, the interesting
thing was that she did not apply to that department at all. (apply from Chi
na)
Another friend began applying in March and enrolled in May, top 10 engineeri
ng school.(apply from within US)
Both of their advisors got funding suddenly and were in urgent need of new s
tudents and then they got offer happily and easily.

Either repair or upgrade of infrastructures will require extensive engineeri
ng design. Firstly, it requires a detailed survey of the existing condition.
Then, the proposed work will be documented including every single bolt that
