很明显,法语是optional,你不能enforce让所有加拿大人讲法语,加拿大的官方语言是英
语...
香港的例子,即使你非要说基本法里的中文指的是普通话,那也只是两个option的一种,
你不能enforce所有香港人讲普通话..
而作为enforcement的官方语言,也就是绝大多数人有义务使用的,只能有一种,加拿大是
英文,香港也是英文.
当然你会问,为什么能enforce的只是英语,这就牵涉到基本法的另外一条:港人治港.港人自己决定了英文作为enforce大家讲的官方语言,事实上,这个立法过程也不是没有争议的,近几年的母语教学运动,就反映了这一点.但至少目前,中文还无法替代英文的官方地位,以后会不会替换? who knows...国内还强迫学生学英文呢,只是学了都不用,也不会用,浪费时间. |
