来利益，你就拿不到钱来选举。如果你不听党的话，你就没法到那些powerful的委员会
里任职，给你的金主捞钱。而且被选下去，或退休后，不和党保持一致，没有人脉，就
很难到DC做说客捞钱。另外当年的earmark什么的都是用来买票的。这就是为什么，议
员们当选前都要change DC.到了DC,就是DC change他们了。
只是2010年以后，共和党的初选把这一切都改变了。初选里极右来挑战，使得议员们不
敢再get hands dirty了。当senator Lugar,senator Bennett初选被击败后，那个刺激
力度是很大的。特别是lugar的败选，在过去是无法想象的。
想当年，议员们选举时候，都会说你看，这什么，什么的都是我从DC弄回来的。现在，
如果议员这么说，马上就给扣上了DC insider的帽子。

个假。budget通不过，只要国会通过continuing resolution，让各部门按前一年预算
的标准继续发钱，continuing resolution可以是几天也可以是几个月，我怎么记得２
０１０年根本就没通过预算，好象一整年都是靠continuing resolution走过来的。现
在赤字问题很大，这几年开销又失控，开销中的两个大块，一个是social security＋
medicare，这些被视为mandatory（entitlement），没人希望碰这个，另一个大块是
department of defense + homeland security，９１１之后，这个也是优先的考虑，
再加上军方的强势，obama也没敢大碰这一块，obama准备大砍联邦其他部门的预算，问
题是其他部门加在一起的预算也不很多。赤字这么严重，而且还一直增加，每年单利息
就很多了，不大砍预算，以后没路可走，砍预算，不大砍大块的预算，一切也是空谈。

At last, biomedical researchers may be getting some relief. A Senate panel
today approved a bill that would bestow a generous $2 billion increase on
the National Institutes of Health (NIH) in 2016, or what appears to be a 6%
raise, to $32 billion. Although a House of Representatives panel last week
approved a lower figure, it seems the agency may be on track to its first
significant increase in more than a decade.
