其后华北地区陷落。8 月 13 日上海保卫战开始。日本情报机构警告说，在南京机
场起飞的飞机支援下，中国军队可以在几天内把上海地区的日军赶走。同日国民党航空
委员会发布了第一号作战命令。日本在该地区没有任何机场，地面部队无法得到空中支
援。携带老式 A2N 战斗机的轻型航母 Hoso 号无法和中国战斗机对抗，日本于 8 月
15 日把加贺号调到了上海外海。
在中国全境内大规模使用空军的战斗活动开始于 8 月 14 日，但是双方力量对比
悬殊。日本从本国政府的发展军用航空业的政策中收益良多。在 1935 到 1937 年间，
日本国内生产的军用机分别是 952、1181 和 1511 架。从 1937 年起日本航空工业开
