One congress enjoys 9% does not mean all future congress will also only
enjoy 9% support. This congress did not fix the problem doesn't mean the
future congress will not fix the problem. Actaully I guess this congress is
going to pay for their inability to action on almost anything in the future
elections.

immigration officer (or translator) side, sensing from the last word from
the translator.

is so important for all of us to make sure that taxes don't go up on the
middle class.

There are potentially 10 steps a bill can go through before becoming a law.
Below is a description of each step in the process, using the Genetic
Information Non-Discrimination Act of 2003 (S. 1053), as an example.

Anyone may draft a bill; however, only members of Congress can introduce

第六步参院或者众院表决

第七步众院或者参院表决（第六步是众院第七步就是参院，第六步是参院第七步就是众
院）
第八步两院通过修正案
第九步总统签署（总统可以否决或者签署或者置之不理，如果十天置之不理但是两院正
常工作，修正案自动成为法案，如果十天置之不理而且两院已经开始第二次休会，修正
案死亡）
第十步推翻总统否决（如果总统否决，两院都要2/3票才能推翻总统否决）
