5月24日，美国国务院以签证为由，要求孔子学院中国教师限期离境,引起全美数十家孔子学院，以及和孔子学院合作的大学，一片哗然。
把这两件事情连系起来，不难看出，中国利用孔子学院向全球传播文化和语言，被西方一些右翼分子，当成是中国政府宣传软实力的工具。
作为英方的孔子学院院长，我对这个问题，也是感到非常困惑和震惊。
为什么，中国政府诚心诚意地花钱推广中国的文化和语言，会遇到如此想不到的打击和阻碍？中国政府应该如何对付这样的打击？如何应对今后更加意想不到的困难？
本人认为，中国政府应该做好如下工作：
其一，保持冷静的态度，认真研究对方各种持不同观点和态度的人群，采取有效措施，争取亲华力量，尽量化解冷战思维人士的冷战态度。

is appointed by the local partner university.”
很多孔子学院其实就是一个机构两个牌子，本来就有中文教学的大学，去中国找个合作
学校（比如复旦大学），到时候复旦负责提供些教师和志愿者（这些教师和志愿者并不
是复旦的，很多是师范院校和中学老师），而管理人员很多本来就是
美国当地大学的，由当地大学出钱。而一些边远或者小学校中文力量很弱的，则以中方
为主，美方提供场地和一些技术支持。

't done anything significant.
The Hanban wanted to set up a new Confucius Institute within the university
I am working with, but the university turned it down since they think there
are many more important and useful things we can do than setting up a
confucius institue.
Basically, the confucius institutes use the exchange teachers from mainland

地方所倡导的“政教分离“相违背。仅仅听名字，给人的感觉（不说实质啊）同伊朗在
西方开办伊斯兰学院让人的感觉是差不多的。
站在对方的立场来说，看到这样的名字，让人感到反感是可以理解的。我感觉这件事情
