此人在FB上揭了警察局这些乱七八糟的黑幕，又是个黑人。留他活口肯定是重要不安定
因素。此人被和谐几率超高。

是不是在facebook, google工作的每一个码工的报税记录都是公开信息呢？按照你的逻
辑，我们对facbook，google的每一行程序都有public concern，那看来写每一行程序
的码工，这些人到底去年收入多少，也应该公开，因为按照你的逻辑，public concern
= no privacy.
public concern是指在defamation law，原告sue诽谤，法律上对原告的举证有更高的
要求；
privacy law，不管是不是public concern，是不是有newsworthiness,只要对方有
reasonable expectation of privacy，那么就是private information
