第二，这个bill的sponsor Rep. Chaffetz并没有这样说过。他说3012是为了用first
come, first served的原则应对green card backlog的问题，并没有说不能hire.

另外跟H1B/绿卡不同，E3允许配偶工作。这样1万个名额其实等于2万。
在当前经济形势下，美国人最在意的是他们自己的job market不被影响，这也是为什么
chaffetz和印度人一直强调不增加绿卡名额（那个时候3012只deal with绿卡）。但E3
在影响job方面跟绿卡是一样的。现在chaffetz的声明要改成：3012不增加一张绿卡，
但增加每年1万个（算上配偶2万个）比H1B要求更低的无限延期的工作许可。
增加E3后3012需要打回House，由于不是amendment，House
需要把整个过程重走一遍。这个时候即使chaffetz回避这个话题，反对派（至少是
Steve King）也会把这个致命因素拿出来讨论。而且ROW的反对力量也不可能放过这个
把柄。
每年增加2万个无限延期的工作许可（H1B每年才6万），在现在的形势下是很难通过
的。这也是为什么Irish E3无法单独通过，之前要绑到CIR上，结果CIR没人理。

，只要舒默去掉爱尔兰签证条款，他就可以放行。舒默的回答是你们家Brown少爷才是
真正的E3铁票，跟我说这个没用。对自己的爱尔兰裔选民许下天大诺言的愣头青布朗则
没有说明白，在爱尔兰移民条款被去掉的情况下，他是否会去阻挡3012。最后的更新消
息是，格拉斯利同意让爱尔兰条款单独投票，而舒默对这一提议还没有表态。
这些描述，和流传的格拉斯利是障碍而布朗是推动者等的说法很不相同，可以参照着看
。并且那个“Reid反对任何不包括梦想法案的移民改革”的说法，在这篇长文中没有提
到。Reid如果真的去阻挡不包括梦想法案的3012（口头说和实际去阻挡又有不同），那
是极其不理智的，他选区的大量西语选民需要3012里的家属移民条款，而不是梦想法案
这个目前完全不可能通过的空头提案。文中唯一一次提到里德，是当他会见硅谷游说团体的时候，没
说两句话就破口大骂共和党阻挡3012，显然他自己并不表态反对3012。
