从解放军的外语看中国的战略

万维读者网记者江夏编译报道：美国军方《武装部队杂志》(Armed Forces Journal)
2011年11月号刊登韓德森（Scott J. Henderson）的文章说，美国和西方对中国的观察
，通常基于政府政策的演变、外交关系、实力重组等因素，但还有另一个有用的参照物
，那就是军队的外语培训。
早在1949年，中国人民解放军就在洛阳建立了外语学院，作为培养国防语言人才的摇篮
。现在洛阳“解放军外语大学”已经培养了5万多名毕业生，担负起军事翻译、军事外
交、国际反恐、联合国维和行动等各项工作。从该校的课程设置可知，这是一所培训(
能破解密碼的)多种语言人才的军事情报学府。
解放军外语大学出版自己的《外语杂志》。1978年至1987年，以英文、俄文、日文、韩

*为估计值，第一个IQ是2002年数据，第二个IQ是2006年修订数据，中国2006年人均IQ达
到105，排名世界第五，美国的人均IQ为98，名列第33位，俄罗斯为97，名列第36位，而
印度目前只有82。IQ最高的国家是新加坡，平均108 。
从表中可见，排名前30位的国家和地区，除了加拿大、澳大利亚和新西兰自外，都
位于欧洲和东亚，而东亚国家和地区则占据了前10名之中的8个。在名次靠前的国家中，
既有非常发达的国家，也有像中国、朝鲜、蒙古这样经济和社会发展比较落后的国家，
可见人均IQ跟一个国家的经济社会发展水平并没有必然联系。

Njong自称，他来自西非国家咯麦隆（Cameroon），现年34岁，早前曾在深圳担当外语
教师。他于2011年被捕，并被控欺诈罪，但他从未认罪。
他回忆自己曾被关押在看守所中长达10个月，并被禁止与外界联系。
随后他被关押在青岛的一个监狱，并被强迫要求每日工作16个小时，从早上6时，直到
晚上10时。
他说，每名囚犯都必要满足一个设定的日生产额。他被派发一支笔和一张纸用以记录自
己的生产数量。他于是用那张纸写下了5封求救信件。
“我希望那只袋子可以去到哪个地方，有人会发现这封信，他们会让我的家人或者谁知
道，我正在监狱里。” Njong解析说。
Njong说，他于2013年12月因表现良好提前出狱，随后被送上回国的飞机。当他出现在
家人面前时，家人都不知道他发生了什么事，并以为他已经死去。

中华民国外交部今天（25日）宣布，持中华民国护照享有免签及电子签证等便利待遇，
再增马拉维、喀麦隆及吉尔吉斯3个国家，全世界给予签证待遇国家或地区增至164个。
外交部今天下午发布新闻稿，宣布已确认马拉维（Malawi）、喀麦隆（Cameroon）、
吉尔吉斯（Kyrgyzstan）3国，列入持中华民国护照可以落地签证前往的国家。
台湾民众前往马拉维，需备妥效期6个月以上护照、2张护照用照片、回程机票、订房纪
录、财力证明等文件（商务考察者须另备邀请函），抵达机场时申请单次入境落地签证
，缴交签证费75美元，凭签证最长可停留30天，必要时可向移民局申请延长停留期限。
若赴喀麦隆短期观光或商务考察，行前应备妥相关文件影本，委托当地友人、关系人或
旅行社，向喀麦隆“国家安全总署边境警察局”申请“落地签证函”，持凭登机并于抵

In Screwed!, we expose the Rights of the Child Treaty which is now being
negotiated by Secretary of State Hillary Clinton and will likely be
submitted to the Senate this year (perhaps in the lame duck session).

For more than three decades, they have sought out and killed Americans. In
1983, in one of the first major anti-American attacks, they bombed the
Marine barracks in Beirut, killing 241 American servicemen. In 1992, they
