他们给病人bill， 事先都查病人背景，家境富裕的，你的bill就比你真实bill多出1/3
或者数倍，他们就等你讨价还价， 你不还是你的事，同医院无关。
那时一篇非常好的文章， 可惜我现在找不到了。
记得一个实例：
医院做CT，医院是non-profit，享受tax豁免， 但由于是safe money，医院尽量给病人
做CT，价格高出德国的几倍，一年就收回成本，一年之后做的就是profit的活， 一台

没有音乐伴奏，啦啦队助兴，只有数字的不断翻滚变化，但因其意义之巨大，看起来比
世界杯决赛更觉刺激。
我觉得很多议员的心态是，一方面想投"No"，讨好自己的选民，保住自己的饭碗，一方
面也不希望bill fails，毕竟干系重大。最好的的结果当然是，足够多的其它议员投"
Yes"，自己投"No"，岂不是两全其美。
第一次看投票现场，才知道大家不是先投票，然后再计票（如果所有议员同时投票的话
，我猜想这个Bill也就过了）。投票和计票是同时进行的，所以晚投票的，可以见机行
事。一开始，Bill看起来就是向通过的方向发展了。差不多进行到一半的时候，"yes"
方还以20-30票左右领先。我本以为余下一半的概率分布会和前一半接近，于是幼稚的
认为胜局已定。
但下半时风云突变，估计那些追究个人利益和国家利益最大统一的议员开始倒向了"no"
方，以为bill应该过了，可以为自己的政治前途打算了。"No"方到最后时刻猛然发力，
象Michael Phelps一样扭转了乾坤，后来居上。（只是没有欢呼声，但见股市开始叹息）

Late on October 10, President Obama signed the military death benefits bill
White House Spokesman Jay Carney described previously as "not necessary."
The bill passed in the Senate early on October 10 after being passed by the
House the day before.
According to Fox News, Carney claimed the bill was "not necessary" because a
charity--The Fisher House Foundation--had agreed to cover military death
benefits earlier this week.
