反而进行了州史上最大规模的减税,当时的印州经济一片繁荣。
Bayh和克林顿夫妇的深厚关系可以追溯到二十年多前,
克林顿还在阿肯色州做州长的时候。
深得民心的Bayh对克林顿的背书,是克林顿在印州胜选的最大动力。

自唐纳德·特朗普担任总统以来,他的心理健康状况便一直受到人们的严格审视。现在
已有28位民主党国会议员在一项于4月份提出的法案上签名,该法案一旦生效,便可对
他的健康状况进行正式评估。
该法案旨在启动第25修正案的一部分,授权国会建立一个机构来评估总统的执政能力。
该法案授权创建的委员会将包括11名成员,其中至少应有八名医生,含四名精神科医生
。如果该委员会的医生们发现特朗普不适合执政,副总统也表示同意,那么副总统将成
为代总统。因为第25修正案是为了解决暂时失能问题而提出的,它允许总统宣布自己已
经康复——那想必应该是特朗普第一时间会做的事——从而迫使国会就他是否适合任职
做出表决。

绝大多数科研领域都占有绝对优势。目前来看美国科研经费较充足,人民的生活水平也
在发达国家中算不错的。同时美国还采取了较为积极的移民政策。这使得美国有机会吸
引全世界最优秀的人才。但是美国目前的基础科学科研也出现了严重的可持续性发展问
题。对美国科学发展的历史现状和未来进行分析,是对我国的科研规划和发展有相当的
借鉴作用的。
在19世纪末期,美国成为世界上第一大工业国,庞大的工业生产能力催生了巨大的工程
学研究需求,而工程学水平的提高又依赖于基础科学的发展。在强大工业增长的刺激下

majority of their work was done. If an author has subsequently moved, the

跟我说的是一致的。也就是第一单位是主要工作完成的地方,后面的单位无所谓。我知
道这样对第二单位有时不公平,因为完全没有credit,但是目前就是这样的。
至于知识产权问题,这个我也很好奇。记得系里专门讲过,根据 Bayh-Dole Ac,用nih
的钱做出来的东西,产权归被funded的institute。如果搬家了,怎么算产权,我也很

belong to the institution. If government funded the research, in theory, the
data and IP belongs to the government. However, Bayh-Dole act allow the
assignment the right to the institution unless government wants to take it.
