争端解决机构正面临瘫痪的风险。
据“今日俄罗斯”1日报道，俄罗斯经济发展部长奥列什金（Maksim Oreshkin）透露，
一些WTO成员国希望建立一个上诉机制，以限制美国对法官甄选的否决。
报道称，如果到9月份为止美国仍不同意进行选举，那么WTO上诉机构将只剩三名法官，
2019年年底时或只剩一名。
按照规定，WTO上诉机构处理每个案件至少需要三名法官。
奥列什金说，如果没有任命，明年，WTO上诉机构将停摆。
周四（5月31日），他与来自WTO多个成员国的贸易部长举行会谈，讨论建立一个机制，
使WTO上诉机构在不受美国的干扰下能够正常运转。
“我们会致力于形成这套机制的”，一国贸易部长表示，“我们讨论的，就是希望这套
机制可以不用顾忌美国的立场，从而继续完成案件审理”。
由于WTO上诉机构法官甄选程序必须得到所有成员国的一致同意才可启动，因此，除非
改变规则，美国的阻挠很有可能让WTO最重要的仲裁功能出现事实上的瘫痪。

过当年该队slot value的5%， 那么就会丢掉下一年的首轮，所以要求球队更聪明的去
分配签约金。
2. 2012选秀前状元的头号热门是stanford的大三投手Mark Appel。握有状元签的是太
空人队，当年状元签的slot value是$7.2M. 据说Astros私下offer了Appel $6M的签约
金，但是Appel觉得太低拒绝了。于是Astros用状元签选择了波多黎各的17岁SS Carlos

说另外两位状元奇男子。第一位是13年的状元投手Mark Appel. 此人12年就是状元大热

题。从初学开始到后来，法语发音一直会是很大的问题。这个问题也影响了通过法语过
