美国的历史就是各种种族歧视种族压迫的历史。这是美国的疮疤。内战以后，南方蓄奴
州继续实行在种族隔离政策。二战后南方从阿拉巴马到阿肯色出了N起丢人的种族事件
，让霉国成为国际谴责对象，和南非当年有一比。 尤其是美国的冷战对手苏联，更是
每天都广播美国是个落后野蛮不平等的伪善国家。
终于美国统治者觉得这样下去不成，无法领导世界对抗苏联。于是，1961年，肯尼迪签
署总统令，责令政府合同商采取affirmative action，所有的求职者不会因为种族, 肤
色, 信仰, 性别, 或者母国国籍受到歧视。这个政令就是所谓AA的最早出处。 可以看
