抗日战争和朝鲜战争是中国近代历史上规模最大的两场战争，他们是由国民党方面和共
产党方面分别领导的，对中华民族产生了重要影响的两场战争。过去，由于国共对立的
关系，以及其他原因，并不能对这两场战争进行抛开成见或者基于权力稳固的关系，进
行客观的评论。
然而今天，抗日战争已经结束六十五年了，距离朝鲜战争的爆发也已经过去六十年了。
国共两党的关系已经走出了敌视，对抗；朝鲜战争时期的中共方面的高层也已经全部离
世。用战争的胜负来作政治宣传的意义已经不复存在。作为后来人，极有必要从一个全
新的客观的角度来看待这两场战争。原因不为别的，只因为这两场战争对中华民族产生
过决定性的影响。有道是以史为镜，方可知兴替，错误的历史只会把中国人带上错误的
道路。
首先看下两战战前国民的心理状态：由于一百多年来被列强欺凌的屈辱历史，让抗日战

文革期间的冤假错案相对现在要少的多，主要原因在于两条。
一个是判案慎重，少杀慎杀是重要的原则。所以说，现在一说到文革迫害人，也就是能
说出来遇罗克张志新这几个。而这两个人都是关押多年后才判处死刑。从法律程序来说
，当时的审判没有任何问题。
相比之下，83年严打期间搞从快从重，可抓可不抓的必抓，可判可不判的必判，可杀可
不杀的必杀。搞出来许多冤假错案。
文革的第二个特点就是破案判案都走群众路线。67年后，公检法的功能被”人保组“取
代，机构精简干练。当时破案打破了传统上的那种神秘主义，而是走群众路线，充分发
动群众依靠群众，实行的也是群众判案。采取了类似美国陪审团的制度。
相比之下，文革后部门日渐臃肿，除了公检法，还有国安，还有司法局，这还没有算上

标 题: 用数据说话：文革期间的社会治安情况

先来看全国的数据。
1956年到1965年期间，中国刑事案发案率在万分之三左右，每年18万件。
1966年到1976年，刑事案发案率仅为万分之一点五，每年12万件。
文革后，
1981年，刑事案发案率猛增到万分之八点九。
1982年，万分之七点四。
1983年，万分之六。
经过83年严打后，1985年全国刑事案54.2万起，发案率万分之五点二六，比严打前降低
了不少，但是仍然远远高于文革期间的刑事案发案率。
下面是山东，河南以及陕西三省的治安数据。三组数据都显示，文革10年的社会治安，
是建国以来最好的十年。

发帖数: 1 | 50 据明慧网二零一六年一～二月份的报导统计：又有112名法轮功学员被中共非法判刑。
其中辽宁、河北、江苏和黑龙江被非法判刑的法轮功学员人数最多，分别为28、19、12
、11人。非法刑期由六个月到八年半不等，其中刑期在三年半以下的有67人，刑期在四
年以上的有42人，另有3人刑期不详。二零一五年被中共非法判刑的法轮功学员共878人。
这些法轮功学员有的多次被非法劳教、判刑、非法关押；有的被迫害的家破人亡、妻离
子散；有的被迫害致精神失常；有的遭酷刑——刑讯逼供；有的未经庭审，直接绑架入
狱。
据二零一六年三月十四日明慧网报导，辽宁省朝阳市建平县2015年11月9日被绑架的法
轮功学员，除阎海燕被非法关押15天放回之外，其余20多名法轮功学员均已被非法批捕。
其中有13人已被非法关押4个月，被非法关押在建平县、朝阳市、葫芦岛市和盘锦市等
地，7人取保候审，1人被迫流离失所。目前构陷这些法轮功学员的卷宗全部在2016年2
月即年前就已经递送到建平县法院，妄图进一步迫害。
建平县53岁的法轮功学员王志国，自幼因患小儿麻痹而致双下肢瘫痪。因修炼法轮功于
