另外提前支取还可能有penalty, 1年不能取，5年之内取出来有3month interest

可能偶尔很高，取决于你的fix rate和当时的inflation rate, 08年的时候inflation
可能达到了2.5%/half year, 如果你的fix rate是1.5%, 那你的apr就是6.5%；6.5%/
half year是绝没有可能的，除非你的fix rate是8%以上。那应该是90年以前买的了。
如果你现在买, fix rate is 0, 除非inflation rate超过5% (中国目前的通胀速度)，
你的rate都不可能到5%,美国在过去13年之内还没有超过5%的时候
